After the arrival of Wallimage
Coproductions, the number of film shoot in the Walloon
region multiplied exponentially. A logical consequence: the
Walloon technicians and actors were able to work on films
which became more mastered, better financed, their number
multiplied. Films also became more and more demanding in
technical resources.
In the same way, there are often visionary companies, specialists
in leading edge audiovisual sectors, called upon by producers
but often lacking the means to accelerate their development
and meet the demands.
Wishing to do something about this and see a network of performing
shooting and post-productions tools arising rapidly in Wallonia,
Minister Jean-Claude Marcourt helped setting
up a specific investment line, Wallimage Entreprises,
as an answer to the initial mission statement of Wallimage:
structure the audiovisual industry in Wallonia.
Wallimage Entreprises finances companies
with an occupational office in Wallonia which make a demand,
based on a memorandum including notably a complete description
of their project and a business plan (for details see the
complete set of rules). The fund intervenes by taking a minority
share in the capital, with an obligatory loan part, sometimes
convertible in actions or via a subordinated loan.
Careful not to substitute themselves to business people,
Wallimage limits itself to the accompaniment
of the company's development. The contribution in capital
and the subordinated loans make it possible for the company
to blossom and in the long term become autonomous.
Wallimage analyses the bids they receive
according to several criteria, the most important ones being
the structuring effect on the Walloon audiovisual sector,
the viability of the project and the possibility of a return
on investment, the professionalism and the experience of
the project's promoter and his crew as well as … the
available budget. This analysis is then submitted to Wallimage
Entreprises's Board of Directors who take the decisions
to invest.
