Environmental aspects
In the section on environmental aspects, we draw your attention to the following points:
In point 3.6.1. we remind you that you no longer need to attach a Google form to your file, but instead complete form 2bis directly in the application. This was already the case for most of this year.
In point 3.6.2. we remind you that certification is not compulsory this year, but is strongly encouraged. As of January 1, 2026, the certification application will become an indispensable element. So it’s best to be prepared.
Points 3.6.4, 3.6.5 and 3.6.6 have been added. The points bearing these numbers in the previous version of the regulations have been moved to points 7 and 8.
Expenditure eligibility
On the eligibility of expenditure, to leave no room for doubt, point 7.1 specifies that, for a company to be eligible, its audiovisual nature must be clearly identified in its corporate purpose and via the appropriate NACE code(s)).
It is also specified more clearly that if the manager(s) of the companies operating on the shoot are domiciled in Wallonia, their services will be de facto eligible; if they are not domiciled in Wallonia, their services will be automatically deducted from the invoice amount to determine eligibility.
This does not apply to post-production companies. At this level, we have specified in the type of companies operating in post-production that the provision of digital special effects (VFX) is part of it, as opposed to special effects produced on set (SFX).
Importantly, we also specify in this same point 7.1 that “any participation by Walloon service provider(s), whether companies or individuals, will be deducted from the amount of eligible expenditure taken into consideration. Consequently, the amount of eligible expenditure actually incurred in Wallonia is understood to be net of participation by Walloon service providers (eligible expenditure = disbursed expenditure).”
Appendices
Appendix 3 has also been updated. It contains a complete list of eligible expenses, and should also help you to complete your files.
Finally, for information purposes, points 4.2 and 4.3 have been added to appendix 4 concerning green procedures.
